<purpose>This data was developed to generate maps for Solano Local Agency Formation Commission (LAFCO) showing the boundaries of the various Special Districts LAFCO is responsible for coordinating.</purpose>
<supplinf>These polygon boundaries were generated by Mike Bobbitt, a GIS Contractor working for LAFCO. For an outline of the steps used to generate this layer please refer to the Data Quality/Process Description section.
In general TRA (TAC) codes from SCIPS were used to identify the TRA (TAC) codes used to collect taxes for each District. This list of TRA (TAC) codes for each District were then used to identify the parcels having these TRA (TAC) codes. The boundaries were then generated by merging copies of these parcel polygons into as few contiguous polygons as possible. Where possible the gaps caused by roads or other non-parcel polygon spaces were bridged to get the boundaries to as few polygons as possible.
In general the borders are coincident with the PARCELS layer geometry. Although some adjustments have been made as authorized by LAFCO. For instance when it was known that a boundary might belong along a specific side or down the middle of a street.
Comparisons have also been made with CAD data provided by SID indicating their version of the SID boundary. This comparison highlighted various discrepencies between the two boundaries. These discrepencies are still in need of investigation and resolution.</supplinf>

<procdesc>1) A list of Tax Area Codes (TAC) were generated from SCIPS by the Assessor.
2) This list was imported into an Access table with fields for the FUNDNAME and TAC number.
3) From this table a unique list of FUNDNAMEs were generated into a table. Two fields were added to this table: LAFCoName, to hold the associated full LAFCO name for the FUNDNAME value and, DistrictType, to hold value for what kind of Special District the FundName belongs to. E.g. City, Levee, Fire, Water, Cemetery, etc.
4) Using a Make Table Query for each Special District, a table was created for each Special District listing all of the TAC's used to tax that District.
5) In ArcGIS a join was created on the TAC field from the Parcel polygon layer to the table containing the list of TAC's for that Special District.
6) A Definition Query was created to filter out all parcels where a match was not found in the join to the table with the list of TAC's for that Special District.
7) From the joined and filtered layer a shapefile was generated containing all the parcels for that Special District.
8) Contiguous polygons were then merged and gaps caused by roads were filled to create as few polygons as possible to represent the district boundaries.
9) In cases where it was known which side of a street a boundary should be running the boundary polygons were adjusted to reflect this information.
10) The resultant boundaries have been compared with various historical paper maps and some adjustments made to match these maps,
