The Solano County Department of Resource Management, Environmental Health Services Division is the Certified Unified Program Agency (CUPA) for all cities and unincorporated areas within Solano County. The legislation that developed the CUPA was created by the State Legislature to minimize the number of inspections and different fees for businesses that use hazardous materials and dispose of hazardous wastes.
